At EVCAN, our work is guided by a team of passionate professionals who bring together diverse experiences from across the energy ecosystem. From utility program management and energy efficiency to transportation electrification and stakeholder engagement, our staff is committed to advancing accessible, reliable EV charging through collaboration and transparency.

 

We know firsthand the challenges facing EV infrastructure: fragmented incentive program requirements, complex integrations, grid readiness, product quality and reliability, and more. Tina Halfpenny brings deep leadership experience in energy policy, utility program design, and nonprofit management to her role as Executive Director and CEO of EVCAN . From her experience leading the DesignLights Consortium (DLC) for the past decade, she excels at driving impact and working to make complex energy technologies more accessible, scalable, and effective.

Tina previously served as Director of the Energy Efficiency Division at the Massachusetts Department of Energy Resources, where she chaired the Massachusetts Energy Efficiency Advisory Council. Before that, she led energy efficiency program strategy at National Grid across its U.S. service territories.

Her approach blends long-range strategic planning with hands-on stakeholder engagement. She believes in building collaborative systems that drive both innovation and practical results.

Carolyn Weiner leads EVCAN’s program strategy, bringing nearly two decades of experience in the utility and renewable energy sectors. Her career spans electric vehicle program design, rooftop solar and storage, and strategic consulting for utility clients.

Before joining EVCAN, Carolyn spent almost nine years at PG&E, where she led electric vehicle and energy efficiency programs. Her roles have consistently focused on connecting big-picture energy goals with on-the-ground implementation, ensuring that programs are designed to be scalable, equitable, and effective.

Carolyn holds both a Bachelor of Science and a Master of Business Administration degree from the University of California, Davis. She remains connected to the energy field as a mentor to graduate students in UC Davis’s Energy Graduate Group, where she supports emerging leaders in clean energy and policy.

She brings to EVCAN not only a strong technical background but also a commitment to making EV charging solutions work in real-world contexts across communities, technologies, and utility frameworks.

As Communications Director, Liesel Whitney-Schulte leads EVCAN’s stakeholder engagement and communications programs . Her work focuses on ensuring the organization remains responsive to the needs of a broad and evolving industry.

Liesel, in her decate of work at the DesignLights Consortium (DLC), brings deep experience with technical program development, outreach and stakeholder engagement. Her career includes over 20 years of experience in utility energy efficiency programs.

Aaron Feldman serves as Associate Director of Operations, supporting EVCAN’s program delivery and research efforts . His career blends technical expertise with a commitment to improving energy efficiency and product quality in the built environment.

Before joining the DLC in 2019, Aaron spent seven years in commercial lighting roles. His background includes everything from designing automotive exterior lighting to leading engineering teams at a large manufacturer, where he helped develop and certify high-performance lighting products.

Aaron holds a Bachelor of Science degree in Mechanical Engineering from The Ohio State University. At EVCAN, he brings a systems-level perspective to program operations, working across initiatives to ensure that strategy translates into action and outcomes.

He also remains active in the professional lighting community. He serves on the Testing Procedures Committee for the Illuminating Engineering Society (IES) and is the Membership Chair for the IES Cleveland Chapter.

When he’s not immersed in technical programs, Aaron enjoys cooking and playing platform tennis—a combination of focus, creativity, and strategy that mirrors his approach to energy program work.

Levin Nock researches and develops new policies for the DLC’s Networked Lighting Controls (NLC) and LUNA programs, using the organization’s stakeholder engagement process. He joined the DLC in 2016, eager to help develop and launch the NLC Qualified Products List as a new way to support energy savings across North America.He and alues knowing that his work contributes to addressing both the climate crisis and the preservation of dark skies.

Before joining the DLC, Levin managed research on energy-efficient LED lighting and lighting controls at Bonneville Power Administration in Portland, Oregon. His experience also includes analyzing commercial building energy efficiency at a national research firm and holding R&D roles at a large controls manufacturer and several startups.

Levin is a member of the Illuminating Engineering Society and the ANSI 137 Lighting Systems Committee. He holds a Ph.D. in biomedical engineering from Duke University, a bachelor’s degree in physics from Cornell University, and a Sustainable Building Advisor certificate from Seattle Central Community College.

When he isn’t honing policy at the DLC, Levin enjoys swimming, hiking, and tinkering with and riding his DIY electric bike.

Bagwat Mohan serves as Technical Operations Manager for the DLC’s Networked Lighting Controls (NLC) program. He oversees day-to-day business operations for the NLC Qualified Products List and contributes technical expertise to policy development aimed at accelerating market adoption of connected lighting technologies.

Bagwat joined the DLC in 2018 after working as an Energy Efficiency Consultant at Eversource Energy in Massachusetts. He brings a strong background in energy audits and savings calculations, supported by a master’s degree in energy systems from Northeastern University in Boston and a bachelor’s degree in electrical and electronics engineering from Anna University in Chennai, India.

He is a member of the Illuminating Engineering Society and serves on the ANSI 137 Lighting Systems Committee. Bagwat was drawn to the DLC for its mission-driven approach and the opportunity to work alongside a team committed to advancing energy and climate solutions.

Outside of work, Bagwat is an accomplished musician. Trained in Indian classical music from an early age, he is a skilled keyboardist who has performed concerts in the United States, India, Dubai, and Malaysia. He also enjoys mixing music, reading about astrophysics, and watching documentaries about history and evolution.
